October 2023 State Regulatory Compliance Updates

A new Remote Online Notarization bill has passed in California and a city in Pennsylvania has updated its transfer tax rate.

California

  • California's Governor Gavin Newsom has signed Senate Bill 696, a Remote Online Notarization (RON) bill supported by the California Land Title Association (CLTA), into law. SB-696 allows California notaries to apply for a remote online notary commission upon the California Secretary of State's finalization of rules and regulations. The bill moved on to the Governor's desk after being passed in the California State Senate by a unanimous vote of 39-0.

Pennsylvania

  • Effective September 1, 2023, the City of Chester has increased its transfer tax rate by 0.50% and will no longer collect the deed registration fee of $10. The updated fee schedule is available on the Delaware County website.
