These state regulatory updates include changes to rates, fees, forms, and manuals affecting title insurance in five states.

Ohio

- The Ohio Title Insurance Rating Bureau (OTIRB) issued a limited update to its Rate Manual, effective August 1, 2026. The update is primarily a forms correction and introduces no new rates or rate changes.

Texas

- The Texas Title Insurance Guaranty Association (TTIGA) has [approved](https://ttiga.org/news/)an increase to the Texas Guaranty Fee from $2.00 to $3.00 per policy, effective for closings occurring on or after October 1, 2026. The updated fee applies to owner and lender title insurance policies issued in Texas.

Washington

- The [Washington Title Insurance Rating Organization (WATIRO)](https://watiro.org/) has introduced a standardized statewide title insurance rate manual, forms package, and rating structure. The manual became effective October 5, 2026, though many underwriters have delayed adoption.

New Jersey

- The New Jersey Land Title Insurance Rating Bureau (NJLTIRB) has [released](https://lis.njleg.state.nj.us/nxt/gateway.dll?f=templates&fn=default.htm&vid=Publish:10.1048/Enu) a revised Title Insurance Manual of Rates and Charges effective November 1, 2026. The update includes changes to title insurance rates and new or revised policy forms.

Pennsylvania

- The [Title Insurance Rating Bureau of Pennsylvania (TIRBOP](https://patitleratingbureau.org/)) has approved updates to endorsement forms, introduced new endorsements, and revised its Rate Manual. The changes take effect on November 1, 2026.
