The Final Rule allows for a 21 month implementation timeline.  The industry efforts and comments clearly demonstrated the need for a lengthy time period to ensure proper implementation of the Final Rule as well as the Final Closing Disclosure Form.  The new requirements go into effect August 1, 2015.
