21st Century ROAD to Housing Act: What You Need to Know

As of July 10, 2026, the 21st Century ROAD to Housing Act is officially law.

After months of negotiations, Congress passed one of the most significant bipartisan housing bills in years. The law aims to tackle housing affordability and supply issues through various reforms. It encourages local governments to develop more homes, simplifies environmental review procedures, making it easier for credit unions and banks to issue mortgages, broadens access to modular homes, and limits large corporate investors from buying single-family residences. 

The final bill includes provisions from more than 60 pieces of legislation introduced in either the House or the Senate (or both chambers), with 36 of these bills having bipartisan sponsorship, including many backed by BPC and BPC Action. These measures affect HUD programs, community development initiatives, affordable housing construction, mortgage lending, community banks, credit unions, and veterans' housing programs.

The legislation has garnered support from a broad coalition of housing, mortgage, banking, and real estate organizations, including the American Land Title Association (ALTA), which backed it throughout the bicameral negotiation process. Supporters believe the legislation can help address long-term housing affordability concerns by encouraging more housing production and reducing development barriers. Exactly how much impact will depend on how the bill is implemented at the federal, state, and local levels.

The law’s enactment was briefly delayed after it was sent to President Trump in late June. The President initially declined to sign the legislation, saying he preferred Congress focus on other priorities. However, because Congress remained in session and no veto was issued during the constitutional review period, the measure became law without the President's signature. The legislation had previously passed both chambers with overwhelming bipartisan support.
